Insurance Information is now required for all Vehicle Registration Renewals and related transactions.

A. Proof of VIN for NEW vehicles consists of:

i. Manufacturer’s certificate of ownership (MCO/MSO) reassigned to new owner;

ii. Bill of Sale with VIN

B. Proof of VIN for USED vehicles consists of:

i. PA title that is properly signed, dated, and notarized; or

ii. A clear tracing or photograph of the VIN on the machine; or

iii. Certification from a licensed mechanic on letterhead with mechanic signature, legible name, license number

and license expiration date.

iv. Out of State (OOS) title, properly completed and notarized (as applicable)

C. Proof of ownership consists of:

i. A properly signed, dated, and notarized PA title; or

ii. MSO/MSO reassigned to the new owner; or

iii.Bill of Sale (BOS) from dealer with VIN (required if MCO/MSO is not completed); or

iv. Form DCNR-46, “Affidavit of Ownership/Bill of Sale/Gift Form signed and notarized; or

v. Out of State (OOS) title..

D. Insurance For Registration Type – REGULAR ONLY

1. Insurance Company Name

2. NAIC Number

3. Policy Number

4. Policy Effective and Expiration Date

Plates/Decals stay with a vehicle when it is sold.

Any remaining registration time does not transfer to a new owner.

Regular Registration - $20 Limited Registration - No Charge Required when operating a vehicle on land not owned When operating a vehicle on land that is owned by

or leased by the owner/operator. the owner/operator of the vehicle.

This includes all DCNR trails.

Out-of-state residents are not required to title the vehicle to register an ATV or Snowmobile in Pennsylvania.

The following documentation must be submitted if registration is requested:

1. Completed and signed application form (DCNR-43).

2. Proof of VIN—copy of the front and back of a title, front and back of an MCO/MSO, copy of registration card from state of residence, or picture or clear tracing of the VIN.

3. Proof of ownership—bill of sale or Affidavit of Ownership if submitting a copy of the MCO/MSO or picture or clear tracing of VIN. (Not required when submitting a title or registration card from state of residence.)

4. Registration fee of $20.00.

5. Title fee of $22.50 is required if requesting a title.

Vehicles purchased in Pennsylvania must provide proof of payment of sales tax in Pennsylvania.
